Steps to Repair Weapons
Find the character Blue Shield:
Mission To complete: (Find the Blue Shield icon on your map which indicates you can take this mission.)
Most of these are available after you beat specific main story missions in the game.
Prepare for Escort:
Prior to starting the escort mission, fill your inventory with broken weapons. This way you will be able to refresh as many weapons at a time.
Prepare to fight, as you may run into zombies or similar foes along the way during the escort process.
Complete the Escort:
Seriously though, accompany the Blue Shield character as he goes on his way. And when you arrive, do not accept any gifts right away.
Instead, choose Refurbish Weapons from the menu.
Refurbish Your Weapons:

Claim Your Reward:
The Blue Shield One will reward you with your loot after operating the weapons’ refurbishing station, if one is available.
