Manual Repair
If you have the proper resources and a good enough level of your Repair skill you can fix items yourself. To do so:

Find Major Knight at Mojave Outpost, he has a max Repair skill and can fix items up to 100% (or increase it back to their full status)
There are also alternative repair vendors (Old Lady Gibson and Mick & Ralphs,) though they might have a reduced skill.
Tips for Effective Repairs
Jury Rigging Perk — This perk will let you repair your gear using items of a similar category (although it won’t surpass the requirement for tipping over to maintenance into that exact duplicate).
Resource Management: You should check your inventory for duplicates or spare parts that can be used.
Vendor Selection — Use high-level Repair skill vendors to reduce the efficiency rebuild and repairs (Example: Lvl75 Engineer vs a Lvl10 Engineer)
