This error led to my account disabled in the App Store and iTunes that I (sort of) solved after trying these 5 solutions.
It can be really frustrating when you see — Your account has been disabled in the App Store and iTunes. This article covers a deep dive on the top 5 fixes:
Unlock Your Apple ID
Your Apple ID has been temporarily disabled — If you tried the wrong password too many times, it prevents this from happening. Requiring you to try again in, like, 24 hours with the proper password. This is a wait period that lets the system to unlock your account automatically.
Reset Your Apple ID Password
You must reset your password if you think you may have forgotten it or if it has been compromised. You can use the Apple ID account page or the Settings app on your device to achieve this. Follow the instructions to set a secure new password.
Check Your Restrictions
Your phone can sometime prevent you to use features like App Store due to some restrictions on that device. You can verify this by going to your Settings >

Screen Time > Content & Privacy Restrictions and ensure all of the necessary permissions are turned on.
Hard Reset Your iPhone
A hard reset on your iPhone may fix temporary glitches, which in turn might be causing you trouble with an account access. Press and release the Volume Up button quickly, press and release the Volume Down button quickly followed by holding down Side button until you see Apple logo.
Contact Apple Support
